The study starts from the Locarno limnigraph, a hydrometric instrument running non-stop since 1867, now witnessing one of the lowest levels ever recorded on Lake Maggiore. It examines how Italian-Swiss water governance must adapt as snow — the basin’s natural reservoir — regulates seasonal flow less and less, and looks at the parallel Po basin debate: plain-based damming for navigation versus Alpine reservoirs for seasonal storage, each with its own trade-offs.
